This sizing is measured by the waistband which sits above the navel; I ordered a 28 and it is certainly not one tiny bit smaller. It doesn’t really fit me as nicely as a 27 would have, but I’ll make it work.

Normally a size 24, but ordered a 25, looked big until I put it on. The high waist is small. Looks great!
